The Mosinee School District implements UFLI Foundations as the primary resource for foundational literacy instruction in all K–2 classrooms and Benchmark Phonics in grades 3-5. These research-based programs provide a carefully sequenced approach to teaching essential literacy skills—including phonological awareness, phonemic awareness, and phonics—through systematic and explicit instruction.
To support the broader components of literacy, the Mosinee School District also utilizes the Fountas and Pinnell curriculum, which fosters the development of background knowledge, oral language, vocabulary, reading comprehension, fluency, and writing.
Students in grades K–3 participate in a dedicated 30-minute daily block focused on foundational reading skills. Each grade level also includes time for whole-group instruction, shared or interactive reading, small-group reading, and writing, ensuring a comprehensive literacy experience.
Together, these resources provide early literacy learners with a cohesive language arts program aligned with all strands of the reading rope (Scarborough, 2001). The approach promotes high student engagement and enables responsive instruction based on individual needs. Importantly, none of the district’s literacy resources incorporate the three-cueing model of instruction.
